Could majorly impact the mod community for sites outside of steam community, for any site that supports ATS. and would have to get approved by the developer in order for the mod to be visible. Piracy probably won't ever stop, Or unless if the developer for any site decide to make it so that website visitors won't be able to upload anything if they don't create a account.
